Drew Slone has joined Locke Lord’s public finance practice group as a partner in its Dallas office, the firm said Monday.
Her addition continues the firm’s public finance expansion of its underwriters’ counsel and bond counsel capabilities in Texas.
“Drew’s arrival highlights the latest noteworthy lateral partner hire in Locke Lord’s Dallas office, following the recent additions of Steve Bolden, Jani Lotz and Justin Mapes,” said Elizabeth Mack, the Dallas office’s managing partner.
Joining Locke Lord from the Winstead PC law firm, Slone concentrates on the use of special districts, such as public improvement districts, tax increment reinvestment zones, municipal utility districts and municipal management districts. She also focuses on incentives for the development of master-planned residential and mixed-use communities.
“I have worked with many of Locke Lord’s lawyers over the years, and I am thrilled to continue collaborating with this incredibly talented and nationally recognized team to provide clients with innovative solutions to complex issues,” Slone said.
Additionally, Slone has represented issuers, underwriters and developers in municipal bond and economic development transactions for capital projects, residential real estate development as well as utility, education and health care projects.

Slone is on the local Community Development and P3 Product Councils for the Urban Land Institute Dallas-Fort Worth.
She is a member of the Texas Women in Public Finance, Dallas Bar Association and Dallas Women Lawyers Association. She also serves on the Board of Directors for Girls on the Run DFW, a not-for-profit that aims to inspire young females by building their confidence and decision-making abilities.
She has a J.D. with honors from the North Carolina School of Law and a B.A. magna cum laude from Transylvania University.
Locke Lord has notes it has been involved in public borrowing and federal tax laws and in the securities aspects of public debt obligations for over 130 years.
Some of the larger negotiated deals that it served as bond counsel on in 2022 include representing the Massachusetts Development Finance Agency’s issuance of $375.5 million of revenue bonds for Northeastern University; the New Hampshire Municipal Bond Bank’s offering of $125.1 million bonds; and the University of Maine System’s sale of $120.33 million of revenue bonds.
